Syria and Russia trying to cover up chemical attack?

According to the White House Russia and Syria have been attempting to "confuse the world community about who is responsible for using chemical weapons against the Syrian people in this and earlier attacks." The Senior Administration even flat out accused the Russian government of helping the Syrians to cover up remaining chemical-weapons. "I think it's clear that the Russians are trying to cover up what happened there," one senior administration official said on regards to this accusation. What do you guys think, is Russia really trying to cover up these chemicals-weapons?
